ACT 166 

Universal Publicly-Funded Prekindergarten

Act 166: Vermont Universal Pre-K

Through Act 166, all 3 to 5 year-olds in Vermont can receive 10 hours of universal pre-K from pre-qualified programs for 35 weeks of a school year.  High-quality early learning experiences are available to eligible families regardless of family income or circumstance.  Saxon Hill School maintains its qualification with the State of Vermont so that our students are able to participate in this program.

For 2026/27, the Act 166 funding is equal to $4,106 per child.

Eligibility:
  • Child must be between 3 and 5 years old on September 1.
  • You MUST register your child with your school district EACH YEAR.
  • You can only receive Act 166 funding for one program per year.  Example: If you are attending a public pre-K, you cannot receive funding for Saxon Hill in the same year.

​Each school district has a unique process for registering students.  Below are links to the registration process and contact information for the most common school districts in which Saxon Hill School students reside.  (If your district does not appear in this list, you can find more links HERE or HERE.)  Once you are registered with your school district, they will provide the funding directly to Saxon Hill School and you will not need to take any further action.

Will my child’s extended absence affect Act 166 funding?  Possibly.  Pre-K programs are required to report extended absences (10+ consecutive scheduled student days) to the student’s school district. The school district will follow up with the program and the family regarding the circumstances and will determine whether or not funding is affected.

What if we move during the school year?  No problem! BUT you will need to notify Saxon Hill School!  We receive Act 166 funds from the public elementary school district in which you reside.  When you move, we need to stop requesting funds from your old district and start requesting funds from your new district.

What if I am living with friends or family or are experiencing homelessness?  If you are living with family, friends, or are experiencing homelessness your child is still eligible. Contact the school or Supervisory Union district where you are living and they can help you access Act 166 funds.

Want more information about Act 166?  Vermont’s Universal Prekindergarten (Act 166), allows children who are 3, 4, or 5 years old by September 1st to attend a prequalified prekindergarten program of their family’s choosing for 10 hours per week. Funding is provided for 35 weeks per year. If your child turns 6 years old mid-year, funding will stop on their sixth birthday. Mount Mansfield Unified Union School District

​If you have a returning PreK student in a school-based or private program, please go to the PowerSchool Parent Portal and fill out the enrollment form at: https://mmuusd.powerschool.com/public .  Once logged in, click on the “Quick Links” – “Powerteacher Portal Home”- then click on eCollect forms.  If you have any questions about Powerschool, contact Wendy Garrapy at data@mmuusd.org. 

If you have a new PreK student, please complete the online enrollment form at: https://tinyurl.com/wpu67f3. 
​Once the form has been submitted, you will receive an email from data@mmuusd.org within 24 hours with instructions on how to proceed with the registration process (wait times may be longer on weekends, holidays and school breaks).  Once the PowerSchool Portal link is emailed to you, log in, complete the required forms and upload a proof of residency & birth certificate in order to be fully registered. If you do not receive an email with a PowerSchool Portal, please contact Wendy Garrapy at data@mmuusd.org.

Essex Westford School District
For information, instructions, and FAQ’s, go to https://www.ewsd.org/o/ewsd/page/universal-pre-kact-166-funding  Families are not required to re-register to receive Act 166 funding year to year. The district will send an email in the spring to verify that children's registration will carry over to the following school year. Families don't need to  respond to that email unless they plan on moving, switching prekindergarten programs, or have chosen not to continue receiving Act 166 funding.
Lamoille North Supervisory Union
See https://www.lnsd.org/community/universal-prek for details.  All new students will need to register. Returning students will only complete the 2024-2025 tuition form.  Required information includes (1) proof of residency, (2) proof of age.  Families and programs can reach out to Carrie Bullard at 802-851-1513 with questions about this process.

The steps are:
1. Log on to the LNSU website www.lnsd.org
2. Click on Student Registration
3. Select the elementary school they which to attend or the town they live in.
4. Fill out their information and can upload necessary documents, (birth certificate, proof of residency) When they select PK3 or PK4 they will be prompted with a questions about attending a private PreKindergarten program. If they select yes, the Act 166 Tuition Form appears for them to complete.
